Dealing with health inequalities is dealing with "wicked issues". In this paper
we outline why it has proven difficult to reduce health gaps. We claim that it is
due to the difficulties to "translate" scientific knowledge to political decisions,
that decision-making per se does not follow the linear process often assumed,
that our ways of organize administrations does not facilitate efficient
treat of complex problems, that implementation of the political decision into
practice is problematic. But we also claim that it is possible, even necessary,
to improve our capacity to deal with complex problems. We mention some
"tools" which might be helpful to such capacity-building. To conclude, we
suggest a number of issues that we claim is essential for shifting strategies.
