Background: Nursing-sensitive quality indicators are quantitative
measurements that are used to assess quality in nursing
homes. The purpose of the study was to obtain an overview
of the quality indicators that are used in other, comparable
countries, and to assess their validity as quality indicators for
nursing and care services in Norwegian nursing homes. Method:
A systematic search in literature was performed. 46 indicators
from the United States, Australia, Norway, New Zealand and the
UK within 18 nursing areas were included in the study. The quality
indicators’ reliability, validity and applicability were judged.
Findings: None of the selected quality indicators had satisfactory
documentation on all of the criteria. All the indicators
were considered sensitive for nursing, and they had good evidence
of clinical relevance. The assessment of the theoretical
validity was difficult because only a few studies had focused
on this. No studies had focused on the ability to capture quality
improvements or applicability. Reliability testing had been done
for quality indicators used in the United States. They had also
defined minimum standards and had adjusted for patient mix
in their quality indicators.
Conclusion: The development and testing of quality indicators
are sparsely documented in the literature, which makes
it difficult to make use of these in Norway. It can also be questioned
whether the indicators capture the patient experienced
quality, especially the psychosocial well-being of nursing home
patients with dementia.
