BACKGROUND: The Norwegian government has proposed to standardise tobacco packaging and repeal the prohibition of domestic sale of nicotine-containing e-cigarettes, and is also considering a ban on characteristic flavours in snus. We have investigated the distribution of various sources of supply for tobacco and e-cigarettes during a 20-month period before the introduction of these measures, and what characterises users who acquire these products from sources other than Norwegian retailers.
MATERIAL AND METHOD: Since February 2015, a weekly omnibus survey conducted by Ipsos has included questions regarding sources of supply for tobacco and e-cigarettes, as well as use of flavoured snus. We obtained responses from 7 707 users of cigarettes, snus and e-cigarettes up to October 2016.
RESULTS: Altogether 42 % of the smokers and 41 % of the snus users had acquired their tobacco from places other than ordinary retail outlets in Norway. A total of 78 % had purchased e-liquid for use in e-cigarettes and 58 % had purchased vaporisers outside Norway. A total of 5 % of the respondents indicated that they had purchased cigarettes that they believed had been smuggled into Norway. The proportion of snus users who reported that they generally used flavoured snus amounted to 29 % of men and 62 % of women.
INTERPRETATION: The large proportion of nicotine and tobacco products purchased abroad entails a loss of revenue for the government and due to their lower price may help to maintain the use of these products.
