Sammanfattning

In Norway there are plans to establish regional Dental Competence Centres (specialist units) in the Public Dental Service to ensure equal access to specialist treatment for the population. At present most specialised dentists work in the private sector, in bigger cities and in Southern Norway. The first regional Competence Centre (TkNN) was established in Tromsø in 2003. There were great expectations for specialist care production, consultations, specialist- and continuing education and research in the three northernmost counties of Norway. The unit has, during the first years, suffered from serious recruiting problems and short periods of employment mirrored in relatively low numbers of patients treated. The requirement of financing the dental services mainly via patient fees has steered the patient selection towards children having insurance reimbursements for orthodontics and working-aged adults living in Tromsø city, which was not in accordance with the original equity goals. Specialist education was conducted in co-operation with the University of Oslo (OrtoPol@r). There was little room for other activities. Co-operation in specialist education with the newly established dental school in Tromsø will probably facilitate recruitments in the future.
