Current rehabilitation practices in Sweden do not function well. Over the years, a number of governmental committees have tried to remediate the situatiton. Many initiatives have been suggested and implemented over the last half century, but few have had a background in scientific knowledge and none has been scientifically evaluated. When the sickness insurance system underwent a major change on July 1, 2008, an evidence base was required for rehabilitation strategies, as well as an evaluation of the impact of the change. A governmental Council of Inquiry on Rehabilitation was created and given the task to evaluate scientifically available rehabilitation methods, and to suggest directions for further development. The final report of the Council suggest the creation of a register of cases whose rehabilitation has been funded by the government, where possible predictive factors and the type of treatment received, as well as the number of days on sick leave, are recorded. The rehabilitation register is intended to provide a basis for rapid efficacy evaluation for a range of methods that merit further investigation in randomised trials. In addition to the rehabilitation register, the Council suggest the creation of a Center for Rehabilitation Evaluation which will follow the international research development and as well as initiate local studies.
