The severity of illness, the efficacy of interventions and their cost-effectiveness have been key criteria for priority setting in the Norwegian health services since the
government commission on priorities in health care (the Lønning II Commission) submitted its recommendations in 1997. This article discusses some examples of how the
principles have been interpreted in practice and what we may expect in the future.
