This paper will develop a discussion related to the user perspective in mental health care in Norway. In Norway, as in most western countries, the services for patients in mental health care have gone through major changes during the last decades, from building asylums in the eighteenth century to mental health care institutions and outpatient departments in the nineteenth. The Community Mental Health Centre evolved during the late 1980s and 1990s, and there was a strong emphasis on community-based mental health care. User perspective has gradually gained a strong position in public documents that are expected to be prerequisite in social welfare and health care.
