Sammanfattning
There are alarming signs of crisis in care of substance abusers - less numbers
of places in residential treatment centers and increasing numbers of coercive
measures. The strong increase of deaths related to certain drugs is especially
disturbing. Person continuity and co-operation between different units, that
should be leading principles for complex needs of care, is of vital importance
for substance abusers. The serious consequences for professions and clients/
patients, in contact with the publicly financed care, seems like the result of
the financial management of the NPM paradigm shift, where budget is prior to
ethical concerns and the law of Health and Medical Services.
