The tuberculosis reform of 1947 stipulated a clear responsibility of the state to combat tuberculosis. This entailed
sanctions directed at individuals, as well as compulsory vaccination. Universal vaccination was to be achieved through
extensive information work that emphasised the responsibility of the individual. The decline in the disease, the dawning of
human rights thinking and the decline of professional boards in public administration help to explain the downgrading of
compulsory vaccination over time.
