Summary Background: Individual-based statistics for nursing and care (IPLOS) is a national health registry in Norway. Municipal health services are from 2006 imposed to map assistance needs of all individuals applying for or receiving services. In 2012, one municipality conducted seminars about variables the employees reported challenging to map. The purpose of this study was to elucidate understanding and practice of IPLOS mapping among personnel who have participated in seminars on four IPLOS variables considered difficult to map. Method: Interpretive qualitative study based on data from three focus groups conducted three to four months after the seminars. Results: The theme, «IPLOS mapping as challenging practice», includes two sub-themes. Sub-theme «Learning and understanding» deals with seminar as an arena for learning, quality in IPLOS registration, and difficult variables. Subtheme "Practicing IPLOS mapping» deals with the obligation to map, time to do the mapping, and cooperation on mapping. IPLOS mapping quality was difficult, but endeavored. Follow up after seminars was missing. Conclusion: Findings point out personnel’s need of experiential learning processes over time, thus recommended facilitated. There is a need for more research on effective assessment. Further, there is a need for development of primary care as an arena for learning.
