Sammanfattning

This article addresses the issue of how different requirements are translated into written decisions by administrators doing their work within a purchaser-provider model. Using Institutional Ethnography, it is investigated how the two boss texts, necessary, justifiable needs and lowest effective level of care, coordinate the transition of requirements. The article draws on data from interviews with seven administrators in five Norwegian municipalities. Through describing the administrators’ work process, from receiving the request for assistance, consideration, and writing decisions, it is brought into view how the administrators make certain needs become institutionally accountable. This is related to the two boss texts, and how these services are made available for service users and informal caregivers. Individual needs are in this process made invisible, and the institutional circuit of translating requirements, therefore makes the written decisions reflect a limited standardized service. More attention towards the information not made accountable could contribute to a service that addresses the issues that users and informal caregivers encounter in everyday life.
