The care services are continually evolving. From being a service founded on the needs of the elderly, it has developed in recent decades and now serves a number of additional functions and service users. While this development is well known in respect of the home care services, less research is carried out in nursing homes. What content and type of services do nursing homes currently offer and how do municipalities with different preconditions resolve the new tasks? We conducted interviews among managers in 76 municipalities about the care services’ content and service user groups. The results indicate that nursing homes are gradually accommodating new groups: People receiving palliative care, and those with different types of dementia, mental disorders, addiction problems, or other chronic or acute health problems. This particularly applies to large municipalities. Smaller municipalities may offer specialized services when needed, but most often within the framework of a generalist approach. Because most municipalities are small and do not have the expertise or resources alone to handle the range and complexity of the expanding caregiving tasks, they are encouraged by the government to collaborate with others. The new tasks delegated to the nursing homes may result in a redistribution of beds among different user groups competing for the same resources.
