Since 2009, liability insurance for private dentists has been linked to the Norwegian System of Patient Injury Compensation (NPE). Until now, there has been limited information about complainants who receive decisions in their favour, the conditions for paying compensation, and the distribution among dentists of cases that are approved or rejected. The study had three aims. The first aim was to describe the distribution of approved and rejected cases according to characteristics of the patient. The second aim was to present the distribution of approved cases according to the type of service. The third aim was to examine whether approved cases are randomly distributed between dentists, or whether payment of compensation is concentrated among a selection of dental practices. The analyses were carried out using a data file with anonymous data for all claims for compensation received by NPE during the period 2010–2018.
There has been a large growth in approved cases during this period. However, the number of approved cases is still small. Most cases are for prosthetic and endodontic treatment. A small number of clinics account for a large proportion of approved cases. This raises the question of the legitimacy of the system among the majority of dentists, who seldom or never have complaints sent to NPE. Our findings also give reason to discuss whether it is appropriate to continue to differentiate the cost of the premium dentists pay to NPE, according to those who work within oral surgery and oral medicine, prosthetics and implants, or none of these disciplines.
