Sammanfattning
The question of how to ensure a fair and legitimate distribution of health care has attracted increasing international attention during the last decades. In this article we present the main attempts to answer this question. To begin with, we discuss some central theories of distributive justice. Based on this discussion, we conclude that it is not possible to achieve consensus on the formulation of guidelines for priority setting based on purely theoretical considerations regarding principles of distribution. Next, we discuss the possible role of knowledge of attitudes in the population and of the public's direct involvement in the decision-making process. Finally, we present a model for priority setting based on principles of fair procedures.
