Sammanfattning
This article compares two Norwegian health reforms: the Escalation Plan (1998 - 2009) and the Coordination Reform (2012). The paper analyses the steering instruments employed by each reform, where after the two reforms are evaluated in terms of the challenges posed by the idiosyncrasies of mental health work. One conclusion is that the Coordination Reform is characterized by being more fragmented, complex, and dialogic, all the while the targets of the reform are similar to the Escalation Plan concerning mental health services. In the Coordination Reform there is consequently a need for stronger focus upon mental health work. The conclusion is that a more unified, comprehensive and coherent strategy should be developed for these services within the framework of the Coordination reform.
