Sammanfattning
The coordination reform is built on good intentions. However, a lack of finansial and organizational tools has led to several worrying developments. One aspect of this is that specialist health care is downsized, while services in municipalities are left stagnant. This goes against the objectives of the coordination reform, which are to strengthen the health care services locally and improve the specialist health care for those in need. We also observe that mental health prevention is not prioritized and that user influence is still not incorporated sufficiently in the local mental health services, despite these features being prioritized objectives in the coordination reform. If the reform is to succeed there is a need for new financial means, stronger quality regulations, and efforts to change culture and attitudes.
