In this article, we highlight how health workers in the Assertive Community Treatment team (ACT team) find that model fidelity affects user involvement in their work. ACT is a model, and work practice should be delivered in accordance with 46 fixed elements. There are health policy requirements of fidelity to the model. Degree of model fidelity is evaluated by annual measurements of fidelity. The reason for this study is the health policy focus over the last 15 years on user involvement and knowledge-based practice, and evaluation of the National Action Plan for Mental Health, which reveals that users sometimes do not experience real involvement. The study was conducted using a qualitative method with a phenomenological-hermeneutic perspective. The basis of the study is five individual in-depth interviews of health workers in the ACT team. The findings show that health workers feel that their model-based practice framework led to humane, holistic, and dynamic work practice, with a strong focus on user involvement. These findings may be related to health workers’ model fidelity. Finally we discuss the findings in more detail in light of conditions for user involvement and outreach organizations’ dilemmas.
