Sammanfattning

The 2010 law enforcing choice of care provider in primary care was a major organizational shift in Swedish primary care. We evaluated the impact on the primary care system in the county of Kronoberg by comparing the situation before and after three years of caregiver choice. A baseline and a follow up survey were performed including questionnaires for the public, for the patients attending primary care and for staff. Interviews with care managers and assembly of register data were added. The public and the patients attending primary care scored higher satisfaction with primary care at follow up. The patients attending smaller health centers scored higher than those attending larger centers. The staff experienced deterioration to some extent. Variations between primary care centers increased for register data such as productivity and use of external consultations.
