With the growing proportion of older persons in Sweden, the debate on the
quality of elderly care is gaining momentum. Today, the debate about what
constitutes quality in the elderly care builds on a nation-wide annual report,
Open Comparisons, which ranks Sweden’s municipalities along a number
of quality indicators. In this article re-analyses of these data show that Open
Comparisons produces misleading rankings, by neither taking the full range
of responses from the elderly into account nor acknowledging the small differences
between the higher and lower ranked municipalities. By employing
effect sizes this article presents a novel and more informative way to rank municipalities.
Moreover, it is recommended that Open Comparisons in the future
include reliable and valid measures of user-oriented care as this care ideology
has been shown to be an important driver of quality in elderly care and has the
potential to be used in future quality rankings.
