Sammanfattning
The Swedish social services have undergone profound changes since the
1980’s. Previously the services took an active part in social planning and development.
Today they are mainly cleaning ladies and are mending holes in an
increasingly wide-meshed welfare system. The social welfare services have
developed from the providing of emergency solutions for acute problems to
become the main agent for long-term social support when other welfare systems
are failing. Also the treatment and care of drug and alcohol misusers
has deteriorated. The objective to provide a drug-free life has changed into
ameliorating the harm from heavy drug abuse. Comprehensive psychosocial
treatment programmes have been replaced by livelong medicalization. Focus
on individual clients has been replaced with strict financial control. Reducing
the cost of treatment is more important than the clients’ need. The economic
control system operates with measurable targets borrowed from industrial management
and not applicable on human beings.
