Sammanfattning

The increasing number of newly arrived refugees in Oslo challenge the health system. Previously, a comprehensive health assessment was offered in an adapted health center. In a decentralization project this assessment was performed by the assigned general practitioner. The aim of the project was to investigate opportunities and challenges for decentralization of the health assessment for newly arrived refugees. Six months after the introduction of a pilot project, we conducted 16 semi-structured interviews with family doctors, health center nurses and district officer and user-informants. The results showed that stakeholders preferred a centralized first line investigation. Lack of knowledge by the refugee of the healthcare system and role expectations was often seen as a key issue and the quality of the decentralized health assessment varied.
