The article reports from an evaluation research addressing the «Romerike project» - a project funded by the Health Directorate aiming at improving collaboration between services for people with simultaneous addiction and mental health problems. The project is based upon five «collaboration teams» involving representatives from specialized hospital and local services. The findings indicate that while work in the teams has created a climate of mutual respect and understanding - a collaboration culture within the teams - there seem to be no improvements in collaboration culture at managerial and systemic levels. The evaluation concludes that there is a need for more concern about how to make management at systemic levels opt more often to improve collaboration.
