Sammanfattning
In Sweden the number of people in social exclusion is growing. This is expensive
for society and although resources in the public sector are enough
to handle the problem, there is insufficient knowledge of efficient usage of
these resources. These two social problems - social exclusion and insufficient
efficiency - are partly mirror images of each other. Social investments based
on a holistic approach and long-sightedness could be a way to tackle these
challenges. This paper describes how a social investment capital with a sole
purpose of solving social exlusion problems (operative aim) will be system
greasing, and elucidates that a strategic aim - i. e. identifying and impacting
structures contributing to, maintaining and augmenting social exclusion - instead
will be system transforming.
