Emphasis is put on the municipal health care service’s responsibility for users with mental health problems. For health care personnel it is crucial how to deal with the users’ demands, particularly mental health promotion and follow-up. The authorities want to expand learning- and mastering approaches. This article highlights factors affecting competence within the preventive work of mental health in the municipalities. Data is collected from informal individual interviews with four informants. The content analysis is inspired by Graneheim and Lundman. The findings indicate that team learning, common vision and engagement are essential conditions that have an impact on competence. The conclusion shows the need for knowledgeable employees working in teams.
