Traditionally, universal, structural measures is a hallmark of the Scandinavian welfare states when addressing the social determinants of health. However, there are also differences between the countries regarding measures that are prioritized. The aim of this paper was to describe and analyse some
of these differences and the consequences they have for levelling social inequalities in health. The paper draws on data from a project that compared National policies in the Nordic countries. The findings from the project show that in Norway and Sweden comprehensive policies to reduce social inequalities are most developed, while in Denmark the main focus is on the role of the health sector and consequently on the individual risk factors. In all countries, the local government have a central role in developing and implementing policies. However, the municipalities only have a limited control over determinants like tax policies, labour market policies and housing policies.
