Sammanfattning
The Norwegian public health act was adopted in 2012. The overall aim of
the act is to reduce social inequalities in health by adopting a "Health in all
policies" strategy and levelling the social gradient. Norwegian municipalities
have the main responsibility for providing health and welfare services,
and are central in the implementation of the act. Still, many instruments lie
outside the jurisdiction of local authorities. This paper studies the implementation
of the act by applying quantitative and qualitative methods. Findings
indicate that many municipalities have employed public health coordinators
and inter-sectoral collaboration has increased. However, the health sector is
still the main player. Few municipalities have so far included levelling of the
social gradient in policies and plans.
