To gain deeper knowledge about the development and use of HIA and related
methods in Sweden’s municipalities and county councils, telephone
interviews were conducted with public health officials in 2016. The interviews
show that HIA is viewed as beneficial, but that its use has decreased. HIA
has been adapted to meet local needs and to reflect different related perspectives.
Cooperation within the organization is emphasized as positive,
while political changes and reorganizations have been negative, as is the
current lack of knowledge about HIA. An advantage is that the consequences
of political decisions for different groups in the population are clarified,
which contributes to the making of informed decisions. The requirement of
taking different broad perspectives into account in the decision making process
is mentioned as a disadvantage, as is the fact that HIA is demanding in
itself. Working with HIA is seen as a way to raise the level of knowledge in
public health work, and to improve the understanding of social determinants
and health inequalities.
